The easiest is to create it as a group which would allow anyone to post jobs as a discussion items. Thoughts? Any better ways to consider? We might also consider the option of creating a contract/rfp section which might also be beneficial.

For sure. I found this site while job searching and it seems the perfect place for such a thing.
